Rockwell was a power plant before it was a neighbourhood, and it was redeveloped as a single planned estate rather than growing street by street. That shows: the towers, the mall and the walkways were designed together. It is one of the few places in Metro Manila where day-to-day errands genuinely do not need a vehicle.
