Clark was an American air base until 1991 and became a freeport zone afterwards, which is why it looks unlike anywhere else in the Philippines: wide empty roads, low buildings, and large tracts of open land inside a controlled perimeter. It has its own international airport, and the residential areas serve the businesses that moved into the zone.
