Kapitolyo is a small grid of residential streets that turned, restaurant by restaurant, into one of Metro Manila’s better-known places to eat. The houses are still houses — this is not a mall district — and the businesses occupy converted ground floors among them. It sits close enough to Ortigas Center that people working there walk home.
